Description

Fixed Assets: Framing Asset Recognition, Writing and Rolling Out the Procedures Manual

Write the internal rules that settle expense versus asset decisions and have every team apply them

  • 0.43 days — 3 h
  • In-person or virtual
  • Intermediate
  • Up to 6 participants

Each department settles the expense-versus-capitalisation question in its own way. Practices differ from one site to another, internal projects are capitalised inconsistently, and the documentation amounts to little more than habits passed on verbally. At every audit the same questions come back, and the answers depend on who happens to be in the room.

Three hours to build the asset recognition procedures manual: scope covered, qualification rules, approval route and the supporting documents expected at each step. Unlike the workshop devoted to journal entries and reporting packs, this session focuses on internal organisation and on putting the rules in writing.

Learning objectives

  • Define the scope and the intended readership of the procedures manual
  • Set out in writing the criteria distinguishing an expense from an asset
  • Describe the approval route for capitalisation decisions
  • Specify the supporting documents expected at each step
  • Organise the periodic review and updating of the manual

What makes this programme different

A manual template is completed section by section during the session
Borderline cases brought by participants become the raw material for the rules
An approval route with roles and required documents is drafted in workshop

Programme

1Framing the manual

Knowing what the document must settle

  • Define the scope of assets covered
  • Identify contributing departments and their roles

2Drafting the recognition rules

Giving a written answer to borderline decisions

  • Formulate the criteria for qualifying an item as an asset
  • Address internal projects and development costs
  • Frame subsequent expenditure and replacements
  • Describe the treatment of components and useful lives

3Approval route and control

Keeping the procedure alive
