Description

Learning and Development Plan: Collecting Needs, Prioritising, Deploying and Evaluating

Two days to build a defensible learning plan and follow it through to measured results

  • 2 days — 14 h
  • In-person or virtual
  • Foundation
  • Up to 6 participants

The learning and development plan is often reduced to a compilation of individual requests, arbitrated by whatever budget remains. The organisation's strategic priorities do not appear in it, and the year-end review says nothing about the results obtained.

These 14 hours cover the full plan cycle for a practitioner building it for the first time or seeking to rebuild it from scratch. Participants work on needs collection, prioritisation rules, the choice of delivery methods and the evaluation of results. Each leaves with their own needs-collection template and prioritisation matrix.

Learning objectives

  • Translate the organisation's strategic priorities into identified skills needs
  • Organise the collection of needs from managers and employees
  • Prioritise requests according to explicit and stated rules
  • Select the learning methods suited to each type of need
  • Organise the roll-out of the plan and secure manager commitment
  • Evaluate the results of the plan and report to governance bodies

What makes this programme different

A prioritisation matrix built during the programme and tested on real requests
Focused work on distinguishing a stated request from an actual skills need
A review template oriented towards results rather than the number of training hours delivered

Programme

1Linking the Plan to the Organisation's Priorities

The skills need comes before the course request

  • Translating company projects into skills to be acquired
  • Distinguishing stated requests, individual needs and collective needs
  • Information sources available beyond appraisal interviews
  • Framing the timeline and the stakeholders in the process

2Collecting and Assessing Needs

Organising the process rather than being driven by it

  • Building a needs-collection template that managers can actually use
  • Making use of career development reviews and annual appraisals
  • Assessing requests and reformulating them as skills objectives
  • Handling individual requests unrelated to the role

3Prioritising and Building the Plan

Owned rules rather than implicit choices

  • Prioritisation criteria and weighting according to business stakes
  • Costing direct expenditure and the cost of absence from the workplace
  • Choosing between in-person, virtual, internal delivery and workplace-based learning
  • Identifying available budget levers and consulting providers

4Deploying, Evaluating and Reporting

Keeping the plan alive throughout the year

  • Scheduling attendance and communicating with managers
  • Preparing employees before training and consolidating learning on return
  • Measuring effects on actual work situations
  • Building the review and presenting it to management and governance bodies

Who is it for

Learning and development managers and officers, along with HR managers in SMEs and training administrators involved in building the plan.
