The payroll cost figure changes depending on who is speaking. Accounting quotes one amount, HR another and management control a third. Each one uses a different scope without saying so. When budget arbitration comes, the discussion turns to methodology rather than to the decisions that need to be taken.
These 14 hours establish the foundations of calculation and analysis. Participants define scopes and conventions, break down the annual movement by effect, measure the impact of pay increases and headcount movements, then put in place the monitoring that raises the alert during the year. No prior practice of HR controlling is required.
