Description

AI and Public Service Performance: Targeting, Piloting and Measuring Gains

Turning an improvement hypothesis into a measured pilot on a service process

  • 0.14 days — 1 h
  • In-person or virtual
  • Foundation
  • Up to 6 participants

The tool is purchased and rolled out without anyone having measured the starting position. A few months later the department can state neither the time saved nor the effect on response times to the public. The discussion is reduced to impressions and the decision to scale up is taken without evidence.

This one-hour module focuses on pilot methodology. Participants identify the high-return tasks in their department, frame a trial on a limited scope and select the indicators that will support a decision to scale up, adjust or stop.

Learning objectives

  • Identify departmental tasks offering a measurable gain
  • Distinguish time savings from improvements in service delivered to the public
  • Frame a pilot within a defined scope and timeframe
  • Establish the baseline position before the tool goes live
  • Select indicators for turnaround time, volume and processing quality
  • Decide whether to scale up, adjust or stop in light of the results

What makes this programme different

The baseline is measured before the tool is introduced, making the gain demonstrable
Total cost includes licences, support and maintenance
Conditions for stopping the pilot are set at the framing stage

Programme

1Where the Gains Lie

Identifying high-return tasks

  • Administrative tasks that can be partially automated
  • Handling public enquiries and repetitive correspondence
  • Preparing documents, minutes and summaries
  • Distinguishing time savings from improved service delivery

Testing small before scaling up

  • Selecting a scope and a volunteer team
  • Describing the baseline position before go-live
  • Involving the officers concerned from the design stage
  • Duration and stopping conditions for the pilot

3Measuring and Deciding Next Steps

Building the case for scaling up

  • Indicators for turnaround time, volume and processing quality
  • Gathering feedback from officers and service users
  • Costs to include: licences, support and maintenance
  • Deciding whether to scale up, adjust or stop
